An 832 hectare draft precinct structure plan, now being finalised.

The Victorian Planning Authority exhibited the draft Ballarat North Precinct Structure Plan in late 2025. It is not yet approved or gazetted.

A local town centre

A walkable centre planned to serve day to day retail, services and community needs within the precinct.

Government and non-government schools

School sites reserved within the precinct so education can be delivered as the community grows.

Conservation areas

Conservation extents are set out in the official plan. Refer to the VPA documents for the mapped areas.

Open space and green spine network

Linked parks, waterway corridors and shared paths forming the green structure across the precinct.

Social and affordable housing

The draft plan requires a minimum 13 per cent of new dwellings to be delivered as social and affordable housing.

Local road and intersection upgrades

Staged road, intersection and active transport works are set out in the draft infrastructure planning.

Indicative delivery timeline

Indicative sequencing only. Timing depends on approvals, land release and market conditions.

    Enabling works

    Servicing, headworks, intersections and early subdivision infrastructure.

  2. 02

    First homes

    Initial residential stages and construction of the first neighbourhoods.

  3. 03

    Town centre

    Local retail, services and community facilities as population thresholds are met.

    Maturing community

    Schools, expanded open space and completion of the green spine network.

The official plan

DRAFT BEING FINALISED - public exhibition ran 19 September to 20 October 2025; the Standing Advisory Committee process has concluded and the VPA is finalising the PSP, NVPP and DCP for ministerial consideration. Not yet approved or gazetted.
